Ross Reynolds talks with former Seattle Police Chief Norm Stamper about a new city policy that allows the police chief to hire top command staff from outside the department.

Earlier this month, Seattle Mayor Ed Murray tapped Former Assistant Chief Harry Bailey as the department's new interim police chief.

Murray said he hopes to name a permanent chief by April.
