Marcie Sillman talks with economist David Neumark at the University of California, Irvine, about what key issues Seattle needs to address before raising its minimum wage.
Neumark argued that being a low-wage worker and being in a low-income family are related loosely.
"We know from the data that most of the benefits of a wage increase like this don't go to poor families," he explained. "That's simply because there's a lot of low-wage workers and non-poor families and even low-income families. And a lot of poor families are poor because nobody works."
